How does wind make it feel colder?

When does frostbite become a risk?
Below about −18°F wind chill, exposed skin can freeze in 30 minutes; below −32°F in as little as 10 minutes. The calculator flags these thresholds.
Does wind chill affect cars or pipes?
It changes how fast objects cool to the air temperature, but never below it — a pipe in −5°F air with wind cannot get colder than −5°F, just gets there faster.
